The fact that he was placed in charge of Crown Lands Work for a time by Mr. Ormsby really unfitted him for his proper duties and I attribute his unsatisfactory conduct largely to that.

As it only affected the latter part of his

period of service, I think it would be met by a reduction of, say, 5%.
